The Uganda Co-operative Alliance (UCA) plans to register and certify 144 savings and Credit Cooperative Organizations (SACCOs), into the prosperity for all government programs, per year. The Uganda cooperative alliance was mid this year identified as an implementing agency for the prosperity for all (Bonabagagawale) funds. Last week however the microfinance state minister, Salim Saleh, told the statutory and state enterprise committee of parliament, that the Uganda cooperative alliance had frustrated his efforts to channel the money to the people. According to Saleh, the Uganda cooperative alliance had the capacity to certify only 50 SACCOS per year as opposed to the 589 SACCOS needed to offset the project especially in rural areas. But the UCA General Secretary, Leonard Msemakweli, says registration and certification of SACCOS, is a shared responsibility by both the Commissioner for Co-operative Development and Uganda cooperative alliance. Msemakweli however said that the Uganda cooperative alliance is planning to certify 144 SACCOS per year. He says that the alliance has already trained enough manpower to help in the registration and certification process. //Cue in: iFor this SACCO to# Cue out: #into those things.i // Msemakweli however warned that the iprosperity for alli programs could be frustrated by conflicts and misunderstandings between the implementing agencies. //Cue in: iUnless the people# Cue out: #individual development.i //
