Dr. Cleophas Mugenyi has been the Kibaale District Education officer for the last 14 years.
In a letter dated March 3rd this year and signed by Jimmy Lwampa on behalf the education ministry Permanent Secretary, Mugenyi takes his new office with immediate effect.
Mugenyi will oversee all Primary Teachers Colleges in Uganda, and head the development and standardization of the education curriculum in the ministry of education.
But even before the outgoing DEO takes his new office, news of his elevation has triggered excitement among Kibaale officials and education stakeholders.
William Baleke, the head teacher Bujuni Primary school says the elevation of Dr Mugenyi is a blessing to Kibaale district in as far as the education sector is concerned.
Baleke says being in such a position coupled with his vast knowledge of Kibaale education challenges, Mugenyi will best advocate for better solutions.
Acting Kibaale District Deputy Chief Administrative officer, Vincent Kyaligonza, says it’s the first time government has appointed such a high ranking education official from the district.
Kyaligonza says Kibaale will use him to advocate for more funding for the educational sector and recruitment of more teachers.
Kibaale has only 2,100 teachers on government payroll which number Kyaligonza says is not enough to cater for the 256 government aided primary schools in the district.
Dr Mugenyi pledges to transform the education curriculum from theoretical to being more practical so as to suit the current job demands.
The 46 year old Dr Mugenyi has a doctorate degree in Education attained from the University of Manchester.
