Luweero National ID Issuing Officers Accused Of Extortion

Residents and Human Rights activists in Luweero district are accusing the National Identity Card issuing officers of extorting money in the ongoing exercise.

The issuing officers who are based at Luweero district Electoral Commission offices are accused of demanding for 5,000-10,000 shillings from residents before they get their National ID cards.

Ben Kyakuwa, a resident of Ndaga Kabaaga village in Luweero sub-county says he failed to pick his National ID from the parish and sub-county because of work.

But when he recently went with his wife Prossy Nakidde to Luweero district Electoral Commission offices where the exercise was shifted to, issuing officers asked for 10,000 shillings from them.

Kyakuwa adds that the issuing officers blamed them for failure to pick them at lower units.

Both Kyakuwa and Nakidde abandoned the cards after failing to pay the money, and they are part of 29,000 National IDs that remain unpicked at the Luweero Electoral Commission offices.

Samuel Mwanje, another resident of Vumba village in Kalagala sub-county says that if one does not bribe the officers,they will first work on those who pay them. He admitted to paying 5,000 shillings to pick his card.

John Ssegujja, the Director of Community Development and Child Welfare Initiative says they have recorded numerous extortion complaints against the issuing officers and  brought the issue to the attention of the district focal person for action.

Muhamadi Mpiima, the Luweero District Information Technology Officer (National ID Focal Officer) says that cards should be picked at no cost and they are investigating officers who are accused of extortion.

So far 189,192 National ID Cards have been issued and 29,000 are still unpicked in Luweero district ahead of the deadline in early February, 2016.
